This is a rare vintage “HITACHI" BM-30 Japanese Men's Shaver.
The razor works, however, the rivet for the one back clip for the batteries is no longer connected. The clip has “ears” and can be placed where it belongs and the batteries will hold it in place.
The razor uses 4 AA batteries.
